Rights condemns the governor of Kirkuk by prosecuting bloggers and journalists to Counterterrorism

The Iraqi Center for Supporting Freedom of Speech (Rights) condemns the actions taken by Kirkuk Governor Rakan Said al-Jubouri, against bloggers and journalists, and accuse them of inciting public opinion, and called Counterterrorism to take legal action against them.
While the Iraqi Center (Rights) is surprised that the governor of Kirkuk, Rakan Said al-Jubouri, is calling on the commander of the Counterterrorism not to deal with these document that contain a constitutional violation, in addition to the beginning of a new dictatorship wants to launch the governor of Kirkuk by intimidating journalists, bloggers and activists, so as not to shed light on the failure of government performance in the province.
The Iraqi Center (Rights) demanded), Prime Minister Dr. Haider Abadi, the need to take legal action against the governor of Kirkuk Agency Rakan Jubouri, because of his practice of violating freedom of expression and endangering the lives of citizens who criticize the government's deteriorating performance.
The Iraqi Center (Rights) received a copy of a document issued by the Kirkuk governor, Rakan Saeed al-Jubouri, to the Counterterrorism/ Command Special Operations II, entitled "Inciting Public Opinion".
The document said "We attach to you the information that has been proposed by the people of different parties to raise public opinion in the social networking sites to take the necessary security measures against them in order to preserve the civil peace and to enhance the success achieved in the process of enforcing the law."
This document issued by the Office of the Governor of Kirkuk / Agency, the following names:
-    Warba Al- Kaky (Engineer in Kirkuk Water Directorate)
-    Emad Al- Jubory (Social networking sites – Kirkuk Now)
-    Sa’ad Najy Fadhel Awad Al- Jubory (lives in Arafa district in Kirkuk, he has a media office) 
-    Firas Jassim Al- Hamadany
-    Qais Juma’a Al- Radhwany (Electricity Distribution Directorate of Kirkuk)
-    Ali Arafa (Employee in Kirkuk Electricity Distribution Directorate - Information and Relations Officer of the Union of Trade Unions in Kirkuk)
The Iraqi Center for Supporting Freedom of Speech (Rights), asked all these names who have been violated for expressing their opinion, to file lawsuits against the governor of Kirkuk / Agency Rakan Saeed al-Jubouri, while the center undertakes to provide them lawyers team.
